OVERVIEW - Topical Working Groups - Funding and Finance
Existing sources of revenue are not keeping up with inflation. Just maintaining the existing transportation system in its current condition will become increasingly difficult even as Kansas seeks to expand its transportation system in many parts of the state. That expansion isn’t possible without a new funding package. Every likely solution combines many financing options above and beyond motor fuel taxes.

The Funding and Finance Topical Working Group (TWG) will review many cross-cutting issues, but its main goal is summarized below:
Program Configuration: The Funding and Finance group will focus on options for future program configurations. In Meeting 1, this group discussed Kansas demographic and transportation trends and how those trends might influence program configurations. In Meeting 4, this group will review the input of the other Topical Working Groups and refine future program configuration options. Those options will then be forwarded to the LRTP Policy Committee for further review.
Revenue Sources: This group also is responsible for reviewing state and national information on existing transportation revenue sources along with new funding approaches that are beginning to emerge across the country. The group will be asked to identify revenue sources that merit further consideration for a future transportation program in Kansas. The group’s recommendations will be forwarded to the LRTP Policy Committee.
Project financing: The Funding and Finance group also will evaluate project financing strategies and other business approaches that are becoming more popular, and the group will be asked to identify strategies that might work in Kansas in the future. The group’s recommendations will be forwarded to the LRTP Policy Committee.
Investment Scenarios: The Funding and Finance group will be asked to comment on the various investment scenarios and those comments will be forwarded to the LRTP Policy Committee.
